College apartment redecorating/covering up the old walls/floors? - wood green shag bands

Only recently was apt one that I know with a little TLC can do much better than it is. It is aimed at all forested, not broken. I can not paint, but I am looking for inexpensive ways to cover part of the fairing. I thought that the curtains would work, but are so expensive! It is also very green, very old / purple shag carpet. I thought of reporting, which could put a tarp, and there is only one remen large rug on.
Some tips, tricks, websites, stores, prices, the procedure would be very grateful! Thanks
